The foundation stone of the West Hoe Baths were laid at Two Coves Quay, near West Hoe Terrace, on the afternoon of Thursday July 15th 1858. During 1880 the Two Coves Quay was extended by the owners of the land, Messrs Bulteel's Naval Bank. Some forty steps were put in leading from the roadway to the water, where boats could be hired. They even built a house for the boatman. This all caused 'a little unpleasantness', as the newspapers described it, with the bathers who used the shore at this point. Quite what they made of it when they discovered that the Bulteel's intended to extend the pier to create a small basin in which to moor yachts and small boats is not recorded. Sources:
